Why don’t open-world sequels reuse (and/or add on to) old maps often at all? Seems like it would be a decent way to have more stuff in the game for the same amount of effort.

Reusing well-used content like maps tends to offend a particular slice of the more hardcore demographic. There were complaints about Sony’s devs reusing certain animations in God of War Ragnarok, about Guerilla Games reusing animations in Horizon Forbidden West, about Pokemon reusing assets between games, about Volition reusing assets between Saints Row games, and so on. Reusing assets is a great time-saver in order to afford the dev team more time to build new stuff within a limited budget, but the loudest players will complain a lot about such things.
