The Executive Producer gets to overrule the Creative Director (and the Art Director and the Technical Director). The Executive Producer is the top decision-maker for the ultimate bearer of responsibility for the project. The people above her are those who oversee multiple projects like the studio head or the publishing executives. They might overrule or replace her, but the EP is the final arbiter of all dev team decisions on the project.

When the Creative Director isn’t allowed to be overruled, the project can descend into [development hell].
