What kind of compromise would development face if DLC content, ready to be sold days or weeks later, were pulled out and sold later in another DLC or released for free?

The general rule is that everything has to be paid for somehow. Whether that's continued engagement from the community or actual dollars earned via revenue, there are still people able to set a dollar value to it. If DLC was planned for one thing and then the plans suddenly had to change, the new change would necessitate some kind of justification - maybe something else critical needs additional development time that the finished DLC will stopgap for. Something in the plan would have needed to go wrong and leave a content delivery hole that's significantly worse than missing the already-scheduled release.

As you might imagine, such situations are pretty rare - the immediate future is a lot more concrete than the farther future, since we can continue to make adjustments further out. When a mostly-finished DLC is delayed, it is far more likely that the dev team found some kind of critical issue with it that could not be fixed in time, so the DLC was held back in order to address that issue. These are usually some kind of system exploit or design issue that needs testing and iteration. When an update is on deck for release, we can't risk the stability of the live game by making systemic changes at the last minute, so we delay the release until we can sufficiently test the changes, even though all of the new assets are complete.
